RCSC has ended the first quarter of 2012 well within its operating and capital budget. The final closure of the Fairway project will move it out of work in progress into the building asset account on the next financial statement. RCSC’s privilege card income has continued to increase by almost $30,000 more than last year, which is primarily due to the short-term (30-, 60- & 90-day) cards that were instituted on April 29, 2010. Notably this has also produced additional revenue in other divisions, with $47,000 more in cardholder green fees, $12,000 more in cart rentals and $17,000 more in food & beverage sales this year from last. It is very, very important that folks do not assume that cart rentals are primarily golfers from outside of Sun City. The fact is that our public green fees have decreased by almost $10,000 while our cart rentals have increased substantially. We have received some complaints about how golfers have been treated who are using rental carts and we ask everyone’s cooperation in making these golfers feel welcome and wanted in Sun City. After all, if they are not your neighbor now, they may be someday soon!
The fall bowling season has ended for almost all RCSC leagues. Summer leagues begin as early as May 1 and continue through mid-August. The Bowling Division has a positive variance of $12,000 net income when compared to budget and $7,000 positive variance when compared to the same period last year.
Warning stickers have been installed at the foul lines at both bowling centers. The notice will hopefully remind bowlers that the surface is slippery and that the foul line should not be crossed. It is our hope that the notice will help reduce slip and fall injuries by making bowlers more aware of the hazard. In addition, the new lane conditioning machines are programmable to prevent conditioner from being applied to the first twelve inches of the lanes; again, a new procedure to hopefully reduce slips and falls.
Payments made by property owners in outside collections dipped in March to $8,109 with payments from 25 property owners. During March our internal collector processed payments from past due property owners totaling $58,819 and property-related transfer fees totaling $195,195. This past month the collections of past due fees was impacted by the phenomenal increase in the volume of property sales and transfers that occurred during the month.
Even with this focus shift, past due balances increased by just 0.6% at the end of March and offset the gains made in February. At the end of March, outstanding balances related to property transfers decreased and now represent 52% of receivables due and 51% of past due balances.
Property trustee sale notices on Sun City properties was relatively unchanged and ended March at 80. The number of bank-owned properties decreased 16% during March with the total now at 83 properties owned by lenders. This change was also a contributing factor to the sales volume this past month.
The Preservation and Improvement Fees collected in March were the highest ever and finished at an astounding $838,100, or 105%, over budget. Year to date PIF fees are $746,800, or 74%, over budget. The record number of property sales and transfers in the first quarter of this year has created an incredible workflow in the Cardholder Services Office and staff in this office should be commended for how they have handled this unprecedented volume.
Year to date, 15 individuals have been hired to fill vacant positions. Currently there are 282 employees on staff; 71 regular full-time, 201 regular part-time and 9 seasonal part-time; 211 employees or 75% of RCSC personnel are Sun City residents.
Good news for employers! Employers do not have to post the National Labor Relations Act poster that was due to be posted by April 30. This is not a final decision; but, there is a reprieve for now. The D.C. Circuit Court of Appeals has enjoined the NLRB from implementing the notice posting rule until the D.C. Circuit has fully considered the issue on appeal. Posting would have required virtually every private employer in the country to post a notice regarding the rights of employees to organize and join a union regardless of a company’s union or non-union status. This is the third time posting requirements have been postponed. RCSC has been preparing to meet posting and other requirements of the Act and will now put those preparations on hold.
